Grade And Step Structure Are Important Considerations

It is broken down into 15 grades (GS-1, GS-2, etc. ), and each grades is subdivided further into 10 steps (GS-10, etc.). In the past, there were three General Services (GS) “super grades,” which were eliminated in the Civil Service Reform Act of 1978 and replaced by the Senior Executive Service (now known as the Senior Level (non-supervisory) pay scale) and the more current Senior Level (non-supervisory) pay scale.

The majority of jobs in the competitive service are paid according to the GS. In addition to that, this General Schedule (GS) is utilized as a base for determining pay rates for many occupations within the excepted service. The designation for grade “GG” is used by several posts in the excepted service, for example “GG-12” and “GG-13,” among other posts. Pay rates of GGs are nearly similar to the rates for GSs stated by the government.

Entry-level employment is often found at the GS-1 through GS-7 classification levels. However, middle-level roles are usually found in grades 8 through 12 and the highest-level jobs (such as senior managers, highly skilled technicians and doctors) are found in grades 13 through 15. The first GS employee is usually assigned to the first level of their GS grade. However, the employer has the authority to allow the first appointment to be at a higher step in order to attract new employees (other agencies could place an employee in a higher grade). As a result, most professions in the professional sector classify entry-level mid-level positions with two grade increments. For instance, an employee will move up from General Schedule 5 to the General Schedule 7 and then to the General Schedule 9, and eventually up to General Schedule 11 without passing through grades 6, 8 and 10.

Progression Between Grades Or Between Steps Within The Same Grade

After having completed a certain time frame in a minimum acceptable manner, permanent employees below the tenth step of their class are usually eligible for step increments. In a typical progression of two years and 52 months (one year) elapse between the steps of 1-2, 2-3 and 3-4, then the 104-week period (two years) pass between steps 4-5, 5-6, and 6-7. Lastly the final up to 156 weeks (three years) occur between steps 7-8, 8-9 and 9-10, till the last step is completed at the step number 10. The term “quality step increase” (“QSI”), on contrary, might be given to an employee in celebration of their exceptional performance at work. A QSI elevates the employee one grade within the same level, regardless of the time they’ve spent at the previous step.
