Grade And Step Structure Are Important Considerations

It is broken down into 15 classes (GS-1, and GS-2. ) and each grade is further subdivided into 10 steps (GS-10, etc.). In the past, there were three General Services (GS) “super grades,” which were eliminated in the Civil Service Reform Act of 1978 and replaced by the Senior Executive Service (now known as the Senior Level (non-supervisory) pay scale) and the more current Senior Level (non-supervisory) pay scale.

The majority of jobs in the competitive service are compensated in accordance with the GS. In addition it is the General Schedule (GS) is utilized as a base to establish pay rates for various occupations in the service that is not excepted. The grade designation “GG” is used by various posts within the excepted service, including “GG-12” and “GG-13,” among others. These pay levels are nearly equal to the pay rates for GSs that are provided by the federal government.

The entry-level positions are typically found within the GS-1 and GS-7 classification levels. However, middle-level positions are typically found in grades 8 through 12 and the highest-level jobs (such as high-skilled managers, senior managers technicians and doctors) are found in grades 13 through 15. A new GS employee is typically allocated to the first step of their GS grade. But, the employer does have the right to make the first appointment at the higher level as an incentive for recruitment (other agencies may place the employee at a higher grade). As a result, most professional occupations classify entry-level to mid-level positions with two grade increments. For instance, an employee would advance from the General Schedule 5 to the General Schedule 7 and then to the General Schedule 9, and then up to General Schedule 11 without passing through grades 6, 8 and 10.

Progression Between Grades Or Between Steps Within The Same Grade

After completing a set time period with at least a decent manner, permanent employees below the tenth step of their level are usually qualified for step increments. In the typical progression of two years and 52 months (one year) elapse between steps 1-2, 2-3 and 3-4. Then, up to 104 months (two years) pass between the steps of 5-6, 4-5 and 6-7. Then, an average of 156 weeks (three years) occur between steps 7-8, 8-9, and 9-10, until the ultimate step is completed at the step number 10. A “quality step increase” (“QSI”), on the other hand, may be offered to employees in celebration of their exceptional performance at work. A QSI advances the employee one step within-grade, regardless of the amount of time they’ve spent at the previous step. Assuming that a QSI is granted that date, the QSI becomes the beginning date for the following step increase, which (if further increases in step are granted in accordance with the normal procedure) will decrease the amount of time needed to allow an employee to complete the final step of a grade.
