In addition to the Federal Wage System (WG) that is utilized for federal blue-collar civilian employees, the Senior Executive Service and the Executive Schedule are also used for federal employees with high rank, and various other pay schedules used by some agencies such as the United States Securities and Exchange Commission and the Foreign Service, the remaining 29 percent were paid under other system. Since 2009, certain government workers were also paid according to Pay Bands.

Grade And Step Structure Are Important Considerations

It is broken down into 15 grades (GS-1, GS-2, etc. ) Each grades is subdivided further into 10 steps (GS-10, etc.). Formerly, there were three General Services (GS) “super grades,” which were abolished by the Civil Service Reform Act of 1978, and replaced with the Senior Executive Service (now known as the Senior Level (non-supervisory) pay scale) and the more modern Senior Level (non-supervisory) pay scale.

The majority of posts that are part of the competitive service will be paid according to the GS. In addition, it is the General Schedule (GS) is used as the basis to establish pay rates for numerous occupations in the service that is not excepted. The grade designation “GG” is used by various posts within the excepted service, for instance “GG-12” and “GG-13,” in addition to other posts. For GGs, the pay rate are nearly identical to those for GSs published by the government.

Entry-level jobs are usually found at those in the GS-1 up to GS-7 classification levels. On the other hand, middle-level positions are typically found in grades 8 to 12, and top-level positions (such as high-skilled managers, senior managers technicians and doctors) can be found in grades 13 through 15. An incoming GS employee is usually assigned to the initial step of their given GS grade. However, employers have the authority to allow an initial appointment at a higher step in order to attract new employees (other agencies might place the employee at a different grade). In the end, many professional professions categorize entry-level to mid-level jobs in two-grade increments. For instance, an employee is able to move from General Schedule 5 to the General Schedule 7 and then to the General Schedule 9, and lastly, to the General Schedule 11 without passing through grades 6, 8, and 10.

Progression Between Grades Or Between Steps Within The Same Grade

After having completed a certain time period at a minimum in a satisfactory manner, permanent employees below the tenth stage of their classification are typically qualified for step increments. In a typical progression of the duration of 52 weeks (one year) elapse between the steps of 1-2, 2-3 and 3-4, then up to 104 months (two years) occur between the steps of 5-6, 4-5 and 6-7. Then, the 156 weeks (three years) are elapsed between steps 7-8, 8-9 and 9-10 until the highest stage is reached at the 10th step. The term “quality step increase” (“QSI”) can, on contrary, could be given to an employee in appreciation of their outstanding job performance. A QSI increases the employee by one grade within the same level, regardless of the amount of time they have spent at the prior step. Assuming a QSI is granted that date, the QSI is then the date of the beginning for the following step increase in which case (if further increases in step are granted as per the regular process) will decrease the total time required for employees to be able to take the final step within the grade.
