A significant portion of white-collar professions (professional, technical, administrative, and clerical positions) are part of the GS classification. Grade And Step Structure Are Important Considerations

A new GS employee is normally assigned to the first step of their given GS grade. For instance, an employee will move up from General Schedule 5 to the General Schedule 7 and then to the General Schedule 9, and eventually onto the General Schedule 11 without passing through grades 6, 8, and 10.

Progression Between Grades Or Between Steps Within The Same Grade

When they have completed a specified duration of service at a minimum in a satisfactory manner, permanent employees below the tenth step in their level are usually eligible for increments of step. In a typical progression that lasts 52 weeks (one year) go by between the steps of 1-2, 2-3 and 3-4. Then 104 weeks (two years) occur between the steps of 4-5, 5-6 and 6-7. Finally at 156 weeks (three years) are elapsed between the steps of 8-9, 7-8 and 9-10, until the final level is reached in the step number 10. The term “quality step increase” (“QSI”), on contrary, could be granted to an employee as celebration of their exceptional performance at work. A QSI raises the employee one grade within the same level, regardless of the amount of time spent at the prior step. Assuming the grant of a QSI is granted that date, the QSI is then the date of the beginning for the next step increase that (if subsequent step increases are granted as per the normal procedure) will reduce the time it takes for an employee to reach the last step within a grade.
