A “quality step increase” (“QSI”) is, on the other hand, maybe granted to an employee as recognition of exceptional job performance. A QSI advances the employee one level within-grade regardless of of time spent at the prior step. In the event that that a QSI is granted that date, the QSI is then the date of the beginning of the next step increment in which case (if subsequent step increases are given in accordance with the standard procedure) will reduce the time it takes for an employee to complete the ultimate step in the grade.
