This is why the majority of professional occupations classify entry-level to mid-level posts in two-grade increments. For example, a worker could move from General Schedule 5 to the General Schedule 7 and then to the General Schedule 9, and then on to General Schedule 11 without passing through grades 6, 8, and 10.

Progression Between Grades Or Between Steps Within The Same Grade

After having completed a certain time frame in at least an acceptable way, permanent workers below the tenth level of their grade are often qualified to step increments. In a typical progression, five years of (one year) go by between the steps of 1-2, 2-3 and 3-4, then an additional 104 weeks (two years) occur between steps 4-5, 5-6, and 6-7.
