Finally the final 156 weeks (three years) are elapsed between steps 7-8, 8-9, and 9-10 until the highest level is reached in the 10th step. A “quality step increase” (“QSI”), on the other hand, may be offered to employees in the recognition of outstanding performance in their job. A QSI elevates the employee one grade within the same level, regardless of the amount of time they have spent at the prior step. If the grant of a QSI is granted and the date of the QSI becomes the start date of the next step increment and (if additional step increases are granted in accordance with the regular process) will decrease the amount of time needed to allow an employee to complete the last step within a grade.
