A new GS employee is typically allocated to the initial step of their given GS grade. However, employers have the authority to allow the first appointment to be made at an upper level to encourage recruitment (other agencies might place the employee at a higher grade). Therefore, the majority of professions in the professional sector classify entry-level mid-level positions with two grade increments. For example, an employee will move up from General Schedule 5 to the General Schedule 7 and then to the General Schedule 9, and then on to General Schedule 11 without passing through grades 6, 8, and 10.

Progression Between Grades Or Between Steps Within The Same Grade

After having completed a certain time period with at least a decent way, permanent workers below the tenth level of their level are usually eligible for increments of step. In a typical progression one year, the duration of 52 weeks (one year) pass between steps 1-2, 2-3 and 3-4. After that, an additional 104 weeks (two years) occur between the steps of 5-6, 4-5 and 6-7. Lastly the final 156 weeks (three years) occur between the steps of 7-8, 8-9 and 9-10 until the highest step is completed at the step number 10. A “quality step increase” (“QSI”), on the other hand, may be granted to an employee as recognition of exceptional job performance. A QSI raises the employee one level within-grade regardless of of time they’ve spent at the previous step. In the event that the grant of a QSI is granted then the date of the QSI is then the date of the beginning for the subsequent step increase that (if additional step increases are granted in accordance with the regular procedure) will decrease the total time required for an employee to reach the ultimate step in a grade.
