A substantial portion of white-collar professions (professional technical, administrative, and clerical positions) are part of the GS classification. Alongside in addition to Federal Wage System (WG) which is used by federal blue-collar civilian employees and the Senior Executive Service and the Executive Schedule are employed for federal employees with high rank, and other unique pay schedules utilized by various agencies like the United States Securities and Exchange Commission and the Foreign Service, the remaining 29 percent were paid in other system. Since 2009, certain government workers are also compensated in accordance with Pay Bands.

Grade And Step Structure Are Important Considerations

It is broken down into 15 classes (GS-1, the GS-2, etc. ) Then, each grades is subdivided further into ten steps (GS-10, etc.). In the past, there were three General Services (GS) “super grades,” which were abolished by the Civil Service Reform Act of 1978. They were replaced by the Senior Executive Service (now known as the Senior Level (non-supervisory) pay scale) and the more current Senior Level (non-supervisory) pay scale.

The majority of jobs within the competitive service are paid according to the GS. In addition to that, this General Schedule (GS) is used as a foundation for determining pay rates for various occupations in the excluded service. The grade designation “GG” is used by several posts in the excepted service, for instance “GG-12” and “GG-13,” among other posts. Pay rates of GGs are almost equal to the pay rates for GSs that are reported by the government.

Entry-level jobs are usually found at the GS-1 up to GS-7 classification levels, while middle-level roles are usually found between grades 8 and 12 and high-level roles (such as high-skilled managers, senior managers technicians, and doctors) are typically found in the grades 13 to 15. An incoming GS employee is typically allocated to the first level of their given GS grade. However, the employer has the right to make the first appointment to be made at an upper level as a recruitment incentive (other organizations may assign an employee in a higher grade). This is why the majority of professions in the professional sector classify entry-level mid-level jobs in two-grade increments. For instance, an employee will move up from General Schedule 5 to the General Schedule 7 and then to the General Schedule 9, and lastly, to the General Schedule 11 without passing through grades 6, 8 and 10.

Progression Between Grades Or Between Steps Within The Same Grade

After completing a set length of service in a minimum acceptable manner, permanent workers who are below the tenth step in their level are usually eligible for step increments. In a typical progression of two years and 52 months (one year) pass between steps 1-2, 2-3, and 3-4. After that, 104 weeks (two years) pass between steps 4-5, 5-6, and 6-7, and finally at the 156 weeks (three years) are elapsed between steps 7-8, 8-9 and 9-10, until the final step is completed at step 10. The term “quality step increase” (“QSI”) On the other hand, maybe granted to an employee as recognition of exceptional job performance. A QSI raises the employee one grade within the same level, regardless of the amount of time they have spent at the prior step. In the event that the grant of a QSI is granted and the date of the QSI becomes the start date for the next step increase, which (if further step increases are granted according to the normal procedure) will reduce the amount of time needed for an employee to achieve the last step within a grade.
