A QSI increases the employee by one step within-grade, regardless of of time they spent at the previous step. If a QSI is granted then the date of the QSI becomes the start date for the next step increase, which (if additional step increases are granted as per the normal procedure) will reduce the amount of time needed to allow an employee to achieve the ultimate step in the grade.
