A large proportion of white-collar occupations (professional, technical, administrative, and clerical positions) are included in the GS classification. In addition to it, there’s also the Federal Wage System (WG) that is utilized for civilian blue-collar federal employees as well as the Senior Executive Service and the Executive Schedule are also used for high-ranking federal employees, as well as other pay schedules that are unique to the country employed by certain agencies like for instance the United States Securities and Exchange Commission and the Foreign Service, the remaining 29 percent was paid under different methods. Since 2009, certain government workers are also being compensated in accordance with Pay Bands.

Grade And Step Structure Are Important Considerations

It is broken down into 15 classes (GS-1, the GS-2, etc. ), and each grades is subdivided further into ten steps (GS-10, etc.). In the past, there were three General Services (GS) “super grades,” which were eliminated in the Civil Service Reform Act of 1978, and were replaced with the Senior Executive Service (now known as the Senior Level (non-supervisory) pay scale) and the more recent Senior Level (non-supervisory) pay scale.

The majority of positions within the competitive service are paid according to the GS. Additionally this General Schedule (GS) is used as the basis in determining the pay rate for various occupations in the excluded service. The designation for grade “GG” is used by numerous posts within the excluded service, for example “GG-12” and “GG-13,” among others. Pay rates of GGs are nearly exactly the same as the pay rates for GSs that are provided by the federal government.

The entry-level positions are typically found in the GS-1 through GS-7 classification levels, whereas middle-level positions are typically found in grades 8 to 12 and the highest-level jobs (such as high-skilled managers, senior managers technicians, and doctors) are typically found in grades 13 through 15. A new GS employee is normally assigned to the first level of their given GS grade. However, employers have the right to make the first appointment to be at an upper level in order to attract new employees (other agencies may place the employee at a different grade). As a result, most professional occupations classify entry-level to mid-level positions with two grade increments. For instance, an employee is able to move from General Schedule 5 to the General Schedule 7 and then to the General Schedule 9, and lastly, up to General Schedule 11 without passing through grades 6, 8 and 10.

Progression Between Grades Or Between Steps Within The Same Grade

After completing a set time period at a minimum in a satisfactory way, permanent workers that are not at the tenth level of their class are usually eligible for increments of step. In a typical progression of 52 weeks (one year) elapse between steps 1-2, 2-3, and 3-4. Then, an additional 104 weeks (two years) are elapsed between the steps of 5-6, 4-5 and 6-7, and finally the final an average of 156 weeks (three years) elapse between the steps of 8-9, 7-8 and 9-10, until the final step is reached at the 10th step. The term “quality step increase” (“QSI”), on the other hand, maybe offered to employees in the recognition of outstanding performance in their job. A QSI raises the employee one step within-grade, regardless of the time they’ve spent at the previous step. Assuming a QSI is granted, the date of the QSI becomes the beginning date for the subsequent step increase and (if further step increases are granted in accordance with the regular process) will cut down the amount of time needed to allow an employee to achieve the final step of a grade.
