In addition to the Federal Wage System (WG), which is used for civilian federal blue-collar employees and the Senior Executive Service and the Executive Schedule are utilized for high-ranking federal employees, as well as other pay schedules that are unique to the country utilized by various agencies like those of the United States Securities and Exchange Commission and the Foreign Service, the remaining 29 percent were paid under different systems. Since 2009, certain federal employees are also being compensated in accordance with Pay Bands.

Grade And Step Structure Are Important Considerations

It is divided into 15 grades (GS-1, and GS-2. ) and each grade is further subdivided into 10 steps (GS-10, etc.). Formerly, there were three General Services (GS) “super grades,” which were eliminated in the Civil Service Reform Act of 1978, and were replaced with the Senior Executive Service (now known as the Senior Level (non-supervisory) pay scale) and the more current Senior Level (non-supervisory) pay scale.

The majority of positions that are part of the competitive service will be paid according to the GS. Furthermore this General Schedule (GS) is utilized as a base for determining pay rates for various occupations in the excluded service. The designation for grade “GG” is used by many posts of the excepted service, for example “GG-12” and “GG-13,” among others. The pay rates for GGs are nearly identical to those for GSs as stated by the government.

The entry-level positions are typically found within those in the GS-1 through GS-7 classification levels, while mid-level roles are found between grades 8 and 12, and top-level positions (such as senior managers, highly skilled technicians, and doctors) can be found in grades 13-15. New GS employee is normally assigned to the initial step of their given GS grade. However, the employer is given the authority to allow the first appointment to be at higher levels as a recruitment incentive (other organizations may assign the employee at a higher grade). Therefore, the majority of professional professions categorize entry-level to mid-level posts in two-grade increments. For instance, an employee is able to move from General Schedule 5 to the General Schedule 7 and then to the General Schedule 9, and eventually onto the General Schedule 11 without passing through grades 6, 8 and 10.

Progression Between Grades Or Between Steps Within The Same Grade

Following the completion of a specific time frame in at least an acceptable manner, permanent employees below the tenth step in their classification are typically qualified for increments in step. In the typical progression, five years of (one year) are elapsed between the steps of 1-2, 2-3 and 3-4. After that, 104 weeks (two years) are elapsed between the steps of 4-5, 5-6 and 6-7. Then at up to 156 weeks (three years) occur between steps 7-8, 8-9, and 9-10, till the last step is completed at step 10. A “quality step increase” (“QSI”), on the other hand, may be granted to an employee as recognition of exceptional job performance. A QSI increases the employee by one step up within the grade, regardless of the time spent at the prior step. Assuming that a QSI is granted, the date of the QSI is the date that will be used as the starting point for the next step increase and (if further step increases are granted according to the regular procedure) will reduce the amount of time needed for an employee to achieve the final step within the grade.
