As a result, most professional occupations define entry-level mid-level positions in two-grade increments. For example, a worker will move up from General Schedule 5 to the General Schedule 7 and then to the General Schedule 9, and finally to the General Schedule 11 without passing through grades 6, 8, and 10.

Progression Between Grades Or Between Steps Within The Same Grade

After having completed a certain length of service at a minimum in a satisfactory manner, permanent workers who are below the tenth level of their classification are typically eligible for increments in step. In a typical progression that lasts two years and 52 months (one year) are elapsed between the steps of 1-2, 2-3 and 3-4. Then 104 weeks (two years) elapse between the steps of 4-5, 5-6 and 6-7. Finally the final an average of 156 weeks (three years) pass between steps 7-8, 8-9 and 9-10, until the ultimate stage is reached at step 10. A “quality step increase” (“QSI”) On the other hand, may be granted to an employee as recognition of exceptional job performance. A QSI elevates the employee one grade within the same level, regardless of the time spent at the prior step. If a QSI is granted and the date of the QSI becomes the beginning date of the next step increment that (if further step increases are granted in accordance with the standard procedure) will decrease the amount of time needed for an employee to achieve the last step within a grade.
