As a result, most professions in the professional sector classify entry-level mid-level positions in two-grade increments. For example, a worker is able to move from General Schedule 5 to the General Schedule 7 and then to the General Schedule 9, and eventually to the General Schedule 11 without passing through grades 6, 8, and 10.

Progression Between Grades Or Between Steps Within The Same Grade

After completing a set time frame at a minimum in a satisfactory way, permanent workers that are not at the tenth step in their class are usually eligible for increments of step. In the typical progression, two years and 52 months (one year) pass between the steps of 1-2, 2-3 and 3-4. Then, 104 weeks (two years) are elapsed between the steps of 5-6, 4-5 and 6-7. Finally at up to 156 weeks (three years) pass between steps 7-8, 8-9, and 9-10, until the final level is reached in the step number 10. A “quality step increase” (“QSI”), on the other hand, maybe awarded to an employee in the recognition of outstanding performance in their job. A QSI advances the employee one grade within the same level, regardless of the amount of time they have spent at the prior step. Assuming the grant of a QSI is granted then the date of the QSI becomes the start date for the next step increase and (if further increases in step are granted as per the regular process) will reduce the amount of time needed to allow an employee to reach the last step within the grade.
