2022 OPM Pay ScalesGS Pay Scale 2022 – For the employees of the United States civil service, the General Schedule (GS) is by far the most common pay scale. A large proportion of white-collar occupations (professional, technical, administrative and clerical positions) belong to the GS classification. At the time of writing, 71 percent of civilian government employees were paid in accordance with the GS. They are identical to the GS pay rates that were made public.

Alongside the Federal Wage System (WG) which is employed for federal blue-collar civilian employees as well as the Senior Executive Service and the Executive Schedule are utilized for federal employees with high rank, and various other pay schedules employed by certain agencies such as those of the United States Securities and Exchange Commission and the Foreign Service, the remaining 29 percent of employees were compensated under different systems. Since 2009, certain federal employees are also being compensated in accordance with Pay Bands.

Grade And Step Structure Are Important Considerations

It is divided into 15 classes (GS-1, GS-2, etc. ), and each grade further divided into ten steps (GS-10, etc.). In the past, there were three General Services (GS) “super grades,” which were eliminated under the Civil Service Reform Act of 1978. They were replaced by the Senior Executive Service (now known as the Senior Level (non-supervisory) pay scale) and the more recent Senior Level (non-supervisory) pay scale.

The majority of jobs that are part of the competitive service will be paid according to the GS. Additionally to that, it is the General Schedule (GS) is used as a foundation for determining pay rates for a variety of occupations within the excluded service. The grade designation “GG” is used by various posts within the excepted service, for example “GG-12” and “GG-13,” among others. The pay rates for GGs are nearly equal to the pay rates for GSs as provided by the federal government.

Employment at entry-level is typically located in areas of GS-1 through GS-7 classification levels. On the other hand, mid-level roles are found between grades 8 and 12 and higher-level positions (such as high-skilled managers, senior managers technicians and doctors) are typically found in grades 13-15. An incoming GS employee is typically allocated to the initial step of their given GS grade. However, the employer has the right to make the first appointment to be made at an upper level as a recruitment incentive (other organizations may assign the employee in a higher grade). This is why the majority of professional occupations define entry-level mid-level jobs in two-grade increments. As an example, an employee could move from General Schedule 5 to the General Schedule 7 and then to the General Schedule 9, and then onto the General Schedule 11 without passing through grades 6, 8 and 10.

Progression Between Grades Or Between Steps Within The Same Grade

Following the completion of a specific time frame in a minimum acceptable way, permanent workers that are not at the tenth step in their grade are often qualified for increments of step. In a typical progression one year, the duration of 52 weeks (one year) are elapsed between steps 1-2, 2-3, and 3-4, then the 104-week period (two years) occur between steps 4-5, 5-6, and 6-7, and finally the final up to 156 weeks (three years) occur between the steps of 8-9, 7-8 and 9-10, until the ultimate step is completed at the step number 10. A “quality step increase” (“QSI”) can, on the other hand, maybe offered to employees in recognition of exceptional job performance. A QSI increases the employee by one grade within the same level, regardless of of time they’ve spent at the previous step. If an QSI is granted then the date of the QSI is then the date of the beginning for the subsequent step increase in which case (if additional step increases are given in accordance with the regular process) will decrease the amount of time needed for an employee to complete the final step within a grade.
