A QSI raises the employee one step within-grade, regardless of the amount of time they have spent at the prior step. If that a QSI is granted and the date of the QSI is the date that will be used as the starting point of the next step increment, which (if further increases in step are given in accordance with the regular process) will decrease the amount of time needed for an employee to reach the ultimate step in the grade.
