These pay levels are almost equal to the pay rates for GSs, as published by the government.

Employment at entry-level is typically located in classes ranging from GS-1 up to GS-7 classification levels. On the other hand, middle-level positions are typically found between grades 8 and 12, and top-level positions (such as high-skilled managers, senior managers technicians and doctors) can be found in grades 13 through 15. An incoming GS employee is normally assigned to the first level of their GS grade. However, the employer has the right to make the first appointment at an upper level to encourage recruitment (other agencies may place the employee in a higher grade). Therefore, the majority of professional occupations classify entry-level to mid-level posts in two-grade increments. For instance, an employee could move from General Schedule 5 to the General Schedule 7 and then to the General Schedule 9, and then onto the General Schedule 11 without passing through grades 6, 8, and 10.

Progression Between Grades Or Between Steps Within The Same Grade

After completing a set length of service in at least an acceptable manner, permanent employees below the tenth stage of their classification are typically eligible for increments of step. In the typical progression one year, 52 weeks (one year) are elapsed between steps 1-2, 2-3 and 3-4. Then, an additional 104 weeks (two years) occur between the steps of 4-5, 5-6 and 6-7, and finally at an average of 156 weeks (three years) elapse between the steps of 7-8, 8-9 and 9-10 until the highest step is reached at step 10. A “quality step increase” (“QSI”) On the other hand, maybe given to an employee in the recognition of outstanding performance in their job. A QSI advances the employee one step within-grade, regardless of the amount of time they’ve spent at the previous step. Assuming the grant of a QSI is granted, the date of the QSI becomes the beginning date for the subsequent step increase in which case (if further step increases are granted in accordance with the standard procedure) will reduce the amount of time needed for an employee to achieve the ultimate step in the grade.
