A substantial portion of white-collar positions (professional technical, administrative and clerical jobs) are covered under the GS classification. As of the date at the time of writing, 71 percent of civilian government employees received compensation under the GS. These rates are comparable to GS pay rates, which were released to the public.

Grade And Step Structure Are Important Considerations

Formerly, there were three General Services (GS) “super grades,” which were eliminated in the Civil Service Reform Act of 1978, and replaced with the Senior Executive Service (now known as the Senior Level (non-supervisory) pay scale) and the more recent Senior Level (non-supervisory) pay scale.

The majority of posts in the competitive service are paid in accordance with the GS. In addition to that, this General Schedule (GS) is utilized as a base in determining the pay rate for numerous occupations in the excepted service. The designation for grade “GG” is used by several posts in the excepted service, including “GG-12” and “GG-13,” in addition to other posts. Pay rates of GGs is nearly identical to those for GSs, as provided by the federal government.

Employment at entry-level is typically located within those in the GS-1 and GS-7 classification levels, while mid-level roles are found in grades 8 through 12 and higher-level positions (such as senior managers, highly skilled technicians and doctors) are available in grades 13 through 15. The first GS employee is usually assigned to the first step of their given GS grade. But, the employer does have an option to give the first appointment to be made at an upper level as an incentive for recruitment (other agencies could place the employee in a higher grade). This is why the majority of professional occupations classify entry-level to mid-level positions with two grade increments. For example, a worker could move from General Schedule 5 to the General Schedule 7 and then to the General Schedule 9, and lastly, onto the General Schedule 11 without passing through grades 6, 8 and 10.

Progression Between Grades Or Between Steps Within The Same Grade

After completing a set duration of service with at least a decent manner, permanent employees below the tenth level of their classification are typically eligible for increments in step. In a typical progression that lasts five years of (one year) elapse between steps 1-2, 2-3 and 3-4, then up to 104 months (two years) occur between the steps of 5-6, 4-5 and 6-7. Then at up to 156 weeks (three years) occur between steps 7-8, 8-9 and 9-10, until the final level is reached in the step number 10. A “quality step increase” (“QSI”), on the other hand, may be given to an employee in appreciation of their outstanding job performance. A QSI raises the employee one step up within the grade, regardless of the time spent at the prior step. Assuming that a QSI is granted then the date of the QSI becomes the beginning date for the following step increase in which case (if further step increases are granted in accordance with the normal procedure) will cut down the amount of time needed to allow an employee to achieve the last step within the grade.
