Grade And Step Structure Are Important Considerations

An incoming GS employee is normally assigned to the first level of their given GS grade. However, employers have the authority to allow the first appointment to be at an upper level in order to attract new employees (other organizations may assign an employee in a higher grade). In the end, many professional occupations define entry-level mid-level posts in two-grade increments. For instance, an employee will move up from General Schedule 5 to the General Schedule 7 and then to the General Schedule 9, and eventually up to General Schedule 11 without passing through grades 6, 8, and 10.

Progression Between Grades Or Between Steps Within The Same Grade

When they have completed a specified duration of service at a minimum in a satisfactory way, permanent workers that are not at the tenth level of their level are usually qualified to step increments. In a typical progression one year, two years and 52 months (one year) pass between steps 1-2, 2-3 and 3-4. Then, the 104-week period (two years) are elapsed between the steps of 5-6, 4-5 and 6-7. Lastly, up to 156 weeks (three years) elapse between the steps of 8-9, 7-8 and 9-10 until the highest stage is reached at step 10. A “quality step increase” (“QSI”), on contrary, might be granted to an employee as appreciation of their outstanding job performance. A QSI raises the employee one grade within the same level, regardless of the time spent at the prior step. If an QSI is granted, the date of the QSI becomes the start date for the subsequent step increase that (if additional step increases are granted in accordance with the normal procedure) will reduce the amount of time needed for employees to be able to take the ultimate step in a grade.
