In addition to there is the Federal Wage System (WG) that is utilized for civilian federal blue-collar employees and the Senior Executive Service and the Executive Schedule are utilized for federal employees with high rank, as well as other pay schedules that are unique to the country that are used by various government agencies, such as The United States Securities and Exchange Commission and the Foreign Service, the remaining 29 percent were paid in other systems. Since 2009, certain government workers have also been compensated according to Pay Bands.

Grade And Step Structure Are Important Considerations

It is divided into 15 grades (GS-1, the GS-2, etc. ) and each level is then subdivided in 10 steps (GS-10, etc.). Formerly, there were three General Services (GS) “super grades,” which were eliminated under the Civil Service Reform Act of 1978 and replaced by the Senior Executive Service (now known as the Senior Level (non-supervisory) pay scale) and the more modern Senior Level (non-supervisory) pay scale.

The majority of positions that are part of the competitive service will be paid according to the GS. In addition, the General Schedule (GS) is utilized as a basis to establish pay rates for many occupations within the excepted service. The designation for grade “GG” is used by many posts of the excepted service, including “GG-12” and “GG-13,” among others. For GGs, the pay rate are almost identical to those for GSs as published by the government.

Entry-level employment is often found at the GS-1 through GS-7 classification levels. However, mid-level jobs are available in grades 8 to 12 and high-level roles (such as high-skilled managers, senior managers technicians, and doctors) can be found in grades 13-15. New GS employee is typically allocated to the initial step of their GS grade. However, the employer has an option to give the first appointment at higher levels in order to attract new employees (other agencies could place the employee in a higher grade). This is why the majority of professions in the professional sector classify entry-level mid-level positions with two grade increments. For example, an employee is able to move from General Schedule 5 to the General Schedule 7 and then to the General Schedule 9, and eventually on to General Schedule 11 without passing through grades 6, 8 and 10.

Progression Between Grades Or Between Steps Within The Same Grade

When they have completed a specified time frame at a minimum in a satisfactory manner, permanent workers who are below the tenth step in their level are usually eligible to step increments. In the typical progression of the duration of 52 weeks (one year) are elapsed between steps 1-2, 2-3 and 3-4. After that, the 104-week period (two years) occur between steps 4-5, 5-6, and 6-7. Finally, up to 156 weeks (three years) pass between steps 7-8, 8-9, and 9-10, until the final step is completed at step 10. A “quality step increase” (“QSI”) can, on contrary, could be granted to an employee as the recognition of outstanding performance in their job. A QSI raises the employee one step within-grade, regardless of the amount of time they’ve spent at the previous step. If the grant of a QSI is granted and the date of the QSI becomes the beginning date of the next step increment and (if subsequent step increases are granted according to the regular process) will cut down the time it takes for employees to be able to take the last step within the grade.
