Federal GS Pay Scale 2022 – Among the members of the United States civil service, the General Schedule (GS) is by far the most common pay scale. A large proportion of white-collar occupations (professional, technical, administrative, and clerical positions) are included in the GS classification. At the time of writing, 71 percent of civilian government workers were compensated under the GS. They are identical to the GS pay rates that have been made public.

In addition to the Federal Wage System (WG), which is used for federal blue-collar civilian employees, the Senior Executive Service and the Executive Schedule, which are used for high-ranking federal employees, and other unique pay schedules used by some agencies such as the United States Securities and Exchange Commission and the Foreign Service, the remaining 29 percent were paid under other systems. Since 2009, certain government workers have also been compensated according to Pay Bands.

Grade And Step Structure Are Important Considerations

It is divided into 15 grades (GS-1, GS-2, etc.), and each grade is further subdivided into ten steps (GS-10, etc.). Formerly, there were three General Services (GS) “super grades,” which were abolished by the Civil Service Reform Act of 1978 and replaced by the Senior Executive Service (now known as the Senior Level (non-supervisory) pay scale) and the more current Senior Level (non-supervisory) pay scale.

The majority of posts in the competitive service are compensated in accordance with the GS. In addition, the General Schedule (GS) is used as a foundation for determining pay rates for numerous occupations in the excepted service. The grade designation “GG” is used by several posts in the excepted service, such as “GG-12” and “GG-13,” among others. The pay rates for GGs are almost equal to the pay rates for GSs as reported by the government.

Entry-level employment is often found in the GS-1 through GS-7 classification levels, whereas mid-level roles are found in grades 8 through 12, and top-level positions (such as senior managers, highly skilled technicians, and doctors) are found in grades 13 through 15. A new GS employee is typically allocated to the first step of their given GS grade. However, the employer has the authority to allow the first appointment at a higher step as a recruitment incentive (other agencies may place the employee at a higher grade). As a result, most professional occupations classify entry-level to mid-level positions in two-grade increments. For example, an employee would advance from the General Schedule 5 to the General Schedule 7 and then to the General Schedule 9, and finally to the General Schedule 11 without passing through grades 6, 8, and 10.

Progression Between Grades Or Between Steps Within The Same Grade

After completing a set length of service in at least an acceptable way, permanent workers below the tenth step in their grade are often eligible for step increments. In a typical progression, 52 weeks (one year) elapse between steps 1–2, 2–3, and 3–4, then 104 weeks (two years) elapse between steps 4–5, 5–6, and 6–7, and finally, 156 weeks (three years) elapse between steps 7–8, 8–9, and 9–10, until the ultimate step is reached at step 10. A “quality step increase” (“QSI”), on the other hand, may be given to an employee in recognition of exceptional job performance. A QSI advances the employee one level within grade regardless of the amount of time spent at the prior step. Assuming a QSI is granted, the date of the QSI becomes the beginning date for the following step increase, which (if further step increases are given in accordance with the regular process) will reduce the total time required for an employee to achieve the last step within a grade.
